Underground Services First (USF) has been operating since 1995, starting right here in Richmond, Virginia. At first, USF specialized in replacing residential waste and water service lines as a utility contractor. From its inception until 2003, the workload increased through referrals and positive reputation under different management. In August 2003, Construction Specialists, Inc. acquired the assets of Underground Services First, including its trade name and goodwill, becoming a certified SWaM business. Our reputation as the premier professional and customer-centric water and sewer contractor in the Richmond Metropolitan area is well-earned. Our expansion can be attributed in part to the marketing skills of our President and General Manager, Donna Holt Elmore. Her 39 years of experience in banking, real estate, construction management, and advertising have enabled USF to expand its customer base primarily through referrals, minimizing advertising needs.
