Underground Services First (USF) has been operating since 1995, starting right here in Richmond, Virginia. Initially, USF operated as a utility contractor, replacing residential waste and water service lines. The business expanded consistently through customer referrals and goodwill until 2003 under prior ownership. In August 2003, the assets and trade name of Underground Services First were acquired by Construction Specialists, Inc., which became a certified SWaM business. We have established ourselves as the top professional and customer-oriented water and sewer contractor in the Richmond area. Our growth is partly due to the marketing expertise of our President and General Manager, Donna Holt Elmore. Her 39 years of experience in banking, real estate, construction management, and advertising have enabled USF to expand its customer base primarily through referrals, minimizing advertising needs. The true foundation of our success lies in our team's dedication and their unwavering commitment to exceeding the expectations of our customers.
