Unlicensed, uninsured, no bond- not a plumber. Nice guy, but Yelp had no business sending me his information when I requested a plumber.
California laws require a license for ANY job exceeding $500 in parts and labor. You can check licenses for free on the CSLB web site using just a business name or license number or personnel name.

Whadda ya gonna do when an unlicensed guy causes damage and leaks in your home? Open your wallet and hire someone else. You're on your own.

Until Steven is licensed, think carefully about the risk.
