A D.Had to replace a toilet on short notice. They came out the same day, which was great, but charged $266 for 15 minutes of work with no prior discussion of cost. I asked the guys installing beforehand how much it would be and all they could tell me was ""we don't handle that, they will send you an invoice."" That is not a negligible amount, and I was very surprised by it. Maybe at least give your plumbers the ability to give customers estimates when asked.
