In 1956, R.B. (Bob) Payne and his son R.W. (Bill) Payne started Payne Plumbing and Sanitation Company. They handled septic tank installations and plumbing for rural areas. By delivering top-notch service at fair prices and prioritizing customer satisfaction, the business thrived.

By 1960, Bill Payne had secured his Master Plumber certification in Shreveport. They branched out into major residential and minor commercial plumbing work. Bill Payne was named Contractor of the Year by the National Association of Plumbing Contractors in 1968. They introduced heating and AC services in 1970.
