Scott Blackburn launched Mountain Empire Septic Service in 1978, which later became Blackburn Drainage and Construction, Inc.. We are currently in our 38th year of dedicated service. In 1984, we rebranded as Blackburn Drainage and Construction. Our incorporation took place in 2004. We are a family-run company specializing in underground construction. We specialize in septic system installation and repair across San Diego County. We have a dedicated team that works swiftly and safely to get your old system operational or to set up a new system. Our repair services include inlet and outlet replacements, septic tank top reconstructions, and the installation of septic tank lid risers.

The septic system for our home was installed in June of 2018. we purchased the home in January 2019. All documents in regards to the installation of the septic system were included during the sale. In November of 2019, a sink hole developed in the area of the septic system, at which point we contacted Mr. Blackburn and expressed our concerns. We exchanged a couple of text messages including photos ,where he said it was fine and to just ""add dirt"". I expressed to them the debris that was in the sink ie; plastic sheeting, concrete and wood. After a couple of months and several phone calls, Mr. blackburn met my wife at the house and offered to send one of his employees out to dig the area to see what was causing the sink hole. We tried contacting Mr. Blackburn when we were asked, the response we received - we are busy in Bonita - we will send someone asap. After several other phone calls, we got the same response only adding ""I haven't forgotten about you"". Now in August of 2020, Mr. Blackburn is sending us straight to voice-mail without any response. The last time I spoke with him, I assured Mr. Blackburn that we were not looking for ""free work"" just the company that installed the septic system to come out and assess the area where the sink hole had shown up, pull debris and backfill. In the meantime, we had contacted other septic companies to see if they would come out - all responded the same way: ""You should continue to contact the original installer since they know what work was done"" This has put us in a positon to not have any resolution. Not more than 2 weeks ago, August 2020, Mr. Blackburn had a crew next door to our home doing some septic work. At that time my wife called and left a voicemail with no response what soever. A couple of days later, the crew was gone and still have not received a phone call back.
We would like Mr. Blackburn to come out with an operator to dig into he area affected, remove debris and back fill appropriately.

What I would like is for there to be a ten star rating for this company. If there was, I would be so happy to put that down. Five stars just really isn't enough. We had a horrible experience with San Diego's Mr. Rooter (who sent out a local Alpine company) doing some work on our septic line. You can find my review of them on their review space. Scott Blackburn, the owner of this amazingly honest and reliable company, seemed so down-to-earth from the beginning. His price was far less than the other bids we got, and he even did a repair on our septic tank and didn't charge us for it. He put in all new lines from the septic tank to the leach field, and a new leach field. He was able to squeeze us in earlier than we thought, and since he had already pulled the permit, it worked out beautifully. He offered to show the new buyers how the septic system worked and was set up. Scott was responsive, reliable, trustworthy, and caring. Add in a great, fair price and that's what makes for an awesome businessman and an awesome man, period.

This is an awesome company! My house is old but nice and it was time to change out the septic system. It was failing and had seen its days. I started looking for some help and reviewed several companies. Blackburn came highly recommended by a septic drainage company. I called Blackburn and he called back almost immediately. Blackburn came out next day and did a walk through of my property and gave me an estimate that day. We set up an agreed time frame for the job from start and finish. Blackburn came out with his crew and installed a state of art system. We captured the whole installation on video. Scott Blackburn answered all of our questions and gave us great insight to how this system works. Scott and crew had completed this huge job in less than two days and we received our permit. These are the guys to go to for help. They did everything for us. They are very knowledgeable and very professional. To top that off, their prices are very reasonable. Scott and his crew are also very nice people- easy to work with. Big THANKS to Scott and his crew!!!

I had a new septic tank installed and in the process a water line and an electrical line was broken. I was promised that the water line would be fixed, though they deemed the electrical line out of code and would not agree to fix that. However the water line was never fixed. Also two large pipes stick out of the ground about 18 inches in my front yard. They are very unsightly. I was told that they would be cut down to a smaller size to fit at ground level. However his was never done and now I have unsightly septic pipes protruding through my front yard. I also have no water to the lower half of my property. All of the issues were promised to be fixed however they never were. The septic tank itself works fine and my permits were updated properly which is why I have two stars despite my other problems.
